Stop Stalkers campaign

Stalk victims (and their children) are at high risk of being murdered, and should be allowed to act as their own security guard if they pass a security guard type course. The rich can afford to hire armed guards to protect themselves and their property while government ministers can appoint themselves armed bodyguards at taxpayer's expense, but ordinary female stalk victims cannot carry a can of pepper spray when out shopping with their children, even if they are bodyguards or police officers? Is this due to indifference, an authoritarian ideology, fundamentalist religious beliefs or misogyny?
